Records

Trigger run

Returns 202 when work was dispatched, otherwise 200 when naturally deduplicated. Location points to monitoring records. Consumes monitoring credits through the existing trigger. Refusals decided before anything is written (plan prompt limit, archived prompt, no allowed or available platform, expired plan) return 4xx with details.reason set to the original tool code and details.write_outcome = not_started; the idempotency key is released. Optional Idempotency-Key uses a 24-hour completed-result window; unknown outcomes require inspection, never a blind retry.
